How was GreenWaste selected?

The County began a Request for Proposal (RFP) process in January 2024. Proposals were evaluated and a recommendation was presented to the Board of Supervisors (BOS) at their October 8, 2024, meeting.  GreenWaste Recovery was the selected proposer to move forward with negotiations and the County will bring a finalized franchise agreement for approval at the December 10, 2024, BOS meeting.

What are the proposed rates?

GreenWaste Recovery proposed the following rates in the table below.  These rates are the maximum rates available at the time of public notification, the actual rates may be reduced through negotiation with the final rates to be approved at the December 10, 2024 BOS Meeting.

Where and when is the community meeting?

A community meeting was held at the San Martin Animal Shelter located at 12425 Monterey Road, San Martin, CA 95046 on November 13, 2024, from 6PM to 7PM. Attached below is a recording of the meeting.

When will I see the rate changes on my bill?

In your July 2024 billing statement, District South customers will see the approved rates. The following service changes/enhancements are reflected in the rates proposed:

  • Addition of one free bulky goods collection per year;
  • One waste drop-off event and one landfill voucher for disposal of large items and limited e-waste annually;
  • Cleaner waste hauling vehicles that meet new California Clean Air Standards; and
  • Additional outreach support for recycling and composting required under SB 1383: the new state law for mandatory organics recycling. 

When and Where is the Public Hearing?

A Public Hearing regarding a service rate adjustment for your garbage, recycling, and organics collection services will be held by the County of Santa Clara Board of Supervisors on December 10, 2024, no earlier than 9:30AM. The Public Hearing will be in the Board Chambers, located at 70 W. Hedding Street, San Jose, CA 95112. 

How do I protest?

If you wish to protest the proposed changes noted above, the County of Santa Clara Integrated Waste Management Services must receive your written protest no later than 5:00 p.m. on December 9, 2024.  In order to be counted under Proposition 218, protest letters must include the date, your name, address, city, zip code, and an indication of what you are protesting. Protest letters that are incomplete or are not received by the deadline cannot be counted.
